The Idea in a Nutshell

In 1994 Newt Gingrich proposed his Contract with America outlining a series of values and goals which became the center around which conservatives organized. It provided a clear picture of what they stood for which became accepted almost unanimously on the right – by their churches, civic and political organizations… They brought it to their school boards, city councils, legislators,… all the way to their presidential candidates and they kept politicians toes to the fire – even within their own party. Every incumbent or candidate who did not sign on to their Contract was opposed in the next election by a well-funded conservative. About this observation, we make no value judgment for or against what they did. The point is: What they did worked and can work again.

The Network will establish the means of determining those issues on which the broadest spectrum of Americans can agree are necessary to change the way our country operates by removing the virtual big money control of the process so that our representatives will again represent the will of the people, not just private business interests.

Making a Printable Petition

It is easy to participate in a petition drive. You don't have to commit hours or days on end although the Network certainly encourages that. Think of it this way, when you go to the store,church, the park or anywhere people gather, take a few minutes to stand out front with the Network's petition and a brief flyer to hand out.

Possible Issues for Inclusion

The first goal for fundamental change is free speech, election reform and public financing of elections. These combined are our frontal assault on the flow of billions of dollars into the campaign funds of virtually every candidate and incumbent from dog catcher to President[1]. Both parties are equally guilty with little or no distinction between them on the matter of becoming compromised by huge campaign contributions. Anyone who thinks this doesn’t buy our government isn’t paying attention.[2]

There are many potential aspects to electoral reform which we will mention below. But with the recent Supreme Court decision Citizens United confirms corporations as “persons” carrying the 1st Amendment rights to free speech. Dealing with this issue comprehensively seems a necessary precursor of other forms of electoral reform, lest the Supremes follow this same approach and declare these reforms as unconstitutionally denying corporate free speech. So the first goal is making the process of buying our representatives directly illegal.

Section 1.01 [Re]defining “free speech”

We believe that the necessary changes can be made through legislation rather than the more difficult process of amending the Constitution.

Section 1.02 Internet: free and equal access guarantee

Many organizations exist which have put much work into understanding the issues and proposing the necessary actions to remedy the corporate takeover threats as they exist today. This is currently a hot issue with actions before the FEC, etc. We hope they will be joining our effort and writing this material.

Section 1.03 Electoral reform:
Our government is bought and paid for on all levels. Very few people can enter elected office on the basis of the desire to actually serve the public without immense personal or other funding. The only way to eliminate the corrupting influence of big money from our governmental process is to eliminate every possible form of advantage altogether on all levels so that the playing field is guaranteed to be level. While it is desired to keep things as simple as possible, at the same time we want to design it free from loopholes as we can.[6]

These are some of the issues which may become included:

(a) Public financing of all campaigns for public office on all levels.In order to create the money to finance public funding of elections, we propose a corporate excise tax in an amount equal to the average money they spent on lobbying over the past 3 years to create revenues equal to or greater than that needed to fund the creation and operation of the National Elections Website and public funding of elections. It is a perfectly logical approach. They are already spending that money to influence [buy] our representatives. In a sense, it would only transfer money that they are already spending -- i.e. it's not taking anything away from their owners' profits. So suppose we simply take that same amount, and use it to share the cost of elections equitably among those who have used the power of extreme wealth to buy our government. We believe that's entirely fair.

Seven states already have public financing of election laws on their books: Arizona,Connecticut, [Albuquerque]New Mexico, [Portland] Oregon, Maine, New Hampshire and North Carolina. Their laws typically include four rules: Collect a set number of small contributions from their own district; agree to voluntary spending limits; accept no donations from private [corporate]sources; and not spend one’s own money on the campaign. If a candidate agrees to abide by these rules, they receive full public financing. Note: 2004 elections cost $4 billion. Mostly from groups seeking legislative favors or contracts.

(b) Instant run off elections
“Instant runoff voting (IRV) is the American English term for a voting system in which voters rank candidates in order of preference, most commonly in single-winner elections. Indeed, IRV can be considered a special case of single transferable vote for the case where there is a single position to be filled. If no candidate is the first preference of a majority of voters, the candidate with the fewest number of first preference rankings is eliminated and that candidate's ballots are redistributed at full value to the remaining candidates according to the next ranking on each ballot. This process is repeated until one candidate obtains a majority of votes among candidates not eliminated. The term "instant runoff" is used because the method is said to simulate a series of runoff elections tallied in rounds…” Source: http://en.wikipedia.org/wiki/Instant-runoff_voting

There are a number of important advantages: Runoff elections are extremely expensive. They delay the filling of the office. Allowing the candidate receiving the largest number of votes, but not a majority, makes voting for an alternative candidate— often called a "spoiler" – in effect a vote for the candidate who least represents your point of view. E.g. voting for a Green candidate who has little chance of actually winning, but who best represents your views, takes away from the Democratic candidate who would be your second choice. Or on the other end of the spectrum, voting for a single issue right to life candidate of Libertarian background takes away from the Republican candidate and almost guarantees a Democratic victory even in a conservative district. It works both ways.

The corollary of this observation is that instant run off elections encourages the participation of minority candidates to run for office as the fullest expression of our democratic values.

(c) Proportional balloting
Choice Voting is a form of proportional representation (PR) that is widely used by the world's established democracies. Under choice voting, representatives are elected from multi-seat districts in proportion to the number of votes received. Choice voting also assures that political parties or candidates will gain the percentage of legislative seats that reflects their public support. Source: http://www.fairvote.org/choice-voting

This system is often used to choose from a large field of candidates for multiple positions such as members of a board or committee.

(d) Ballot qualification [preliminary]
o Standardized to be uniform, reasonably fulfilled and fair to all parties seeking office.
o Must be a resident of the district which they would represent
o Must be registered to vote in that district
o Other qualifications such as minimum age, citizenship or other reasonable factors and/or as constitutionally [?] established
o Some public financing of election laws or proposals requires small individual contributions and/or signatures of a small percentage of the registered voters in that district
§ This number should be large enough to discourage purely vanity candidates, but small enough to encourage serious minority candidates

e) Required disclosures [preliminary]
o The requirement that every candidate fully disclose any personal, professional or monetary relationship with any entity that has or could receive benefit from the office for which he is a candidate
o Any personal health or other limitations which would materially affect the candidate’s ability to represent his constituency [?]
o Must fully disclose the [x] most recent income tax filings [?]
o Any material misrepresentation of the candidate’s background, qualifications for office or relevant experiences shall be grounds for immediate disqualification from that election prior to the voting date or shall result in automatic and immediate impeachment if in office.

(f) Any Use of Deceit or Distortion of the Facts in the Electoral Process is a crime
This needs a lot of thought, but the way the extreme right is willing to make up stories out of whole cloth, like the “Swift Boaters” who besmirched Senator Kerry’s Viet Nam record, or the “birthers” who deny Obama’s American citizenship, or Palin and others insisted that the health reform legislation included “death panels” – all of them preposterous and without factual foundation, but repeated so often as to have a major impact on public opinion and the election results. This list also included the notions that Saddam Husein had large stockpiles of Weapons of Mass Destruction and that he was in close collusion with Al Quaida which are still widely believed today despite overwhelmingly clear evidence to the contrary. The list of examples goes on and on. Can we draw meaningful legislation without genuinely crippling free speech? It is illegal to shout “fire” in a crowded theater or to directly incite people to violence. Certainly we can formulate a reasonable law which will make dishonest people think twice about using outright lies to attempt to change the outcome of elections. It needs to include personal responsibility for the truthfulness in the conduct of elections. Our other proposals on the limits of free speech and the use of money in the electoral process will do much to curtail these abuses. Still, it’s wrong! People shouldn’t be allowed a free hand to do this without any recourse for the rest of us.

(g) Election campaign funds [7] [preliminary]
o only individuals people may make contributions to campaign funds
o Individual contributions are limited to [a small number or the order of $500.00 maximum].
o It is a crime for any companies, unions, educational organizations, interest groups including non-profits to make contributions to any political campaign or ballot initiative.
o It is a crime for any organization [as above] may make any attempt to require or otherwise induce individuals in their employ to make individual contributions or to give them money for that purpose.

(h) The conduct of political campaigns [preliminary]
o Permanent rules that guarantee fairness by law as follows:
§ The legal provision of equal and free access to all media for the conduct of campaigns-- e.g. weekly articles of a given length written and endorsed by the candidates themselves – not by others.
§ All media shall be required to provide a clearly identified section for the print media and an election segment for all broadcast media which announces the times and locations of all election related town meetings.,
o “Town meeting” with open access to all qualified candidates
§ Number of meetings
· At least one meeting for local races
· 2-4 for state wide races by agreement among all qualified candidates
· For all national offices – Congress and the President at least 4
· Subjects shall include at least domestic policy, foreign policy, economic policy goals
§ The venue to be provided free of charge in a location reasonably near the center of the district to be represented [if local] by the appropriate level of government [e.g. a local school for a school board position]
§ Standard formats should be established suitable to the office and the issues in such a way as to create no advantage to any candidate.
· Overall time would normally be 2 hours, with one half hour equally divided among
· In the first election cycle all candidates would make their proposals and the format then chosen by consensus
· Those formats would then remain constant unless there is a new consensus
§ Selection of Moderators shall be determined by consensus of all qualified candidates from a list they themselves create.
· Candidates would be invited to submit suggestions for questions to be asked.

(i) Bribery
o In our democracy, public service is one of the highest callings and demands the complete moral integrity insuring that the legitimate public interests of one’s constituents are served. Zero tolerance is permissible for infraction of laws governing the offering, giving or receiving of bribes as herein defined.
o It shall be criminal for any individual to offer or give any material inducement to any public servant for any reason [or in any amount over $500.00] It shall be illegal for any organization or corporation to make any campaign contributions as all.
o The individual and/or organization so doing shall be fined in the amount of a reasonable estimate of the material benefits they may have received as the result of their bribe, forbidden to ever again hold any government contract and subject to a mandatory 10 years in jail.
o It shall be criminal for any public official or candidate to receive any financial or material benefits from any source other than their public salaries and benefits – period. [Exceptions may be made for their own earned income independent of their elected office as long at this employment in no way influences or gains benefit from their public office.]
o Any infraction by a candidate or office holder will result in immediate and automatic dismissal from office on proof of receipt of such bribes, the complete return of the value to be placed into general revenues of the level of government the office serves, a prohibition of ever holding public office again and a sentence of not less than 10 years in prison.

Section 1.04 Senator Harkins “filibuster” rule
The filibuster is not without merit as a safeguard against abuses of the majority against the minority. The danger is in its abuse by the minority against the majority making a so-called "super majority" necessary to conduct the normal business of government. Senator Harkins outlines the abuse by Republicans to block over 200 bills plus even routine appointments virtually crippling the government; his rule reduces from 60 to 58 to 56 votes necessary for cloture every two days.

Section 1.05 Eliminate a single senator’s ability to “hold” bills

Section 1.09 Decentralization of the public media with strict limitations on control of any meaningful sector of the public.

Section 1.10 Election of the President by popular vote and the elimination of the Electoral College

The below is retained as a model for future use.
Preamble:
Whereas, government service and/or engaging in the business of government in any form is meant to be an honor requiring the highest dedication to serve the public welfare and to improve and maintain the common wealth for the public.
Whereas, any actions contrary to the above are directly detrimental to the nation’s business and its democratic function, and is a direct affront to all that our nation stands for;
Whereas, it is therefore incumbent upon the Congress to pass and the Courts to rigorously enforce the most rigorous safeguards against any abuse of that public trust by any party as part of or in relationship with the business of government on any level – Federal, state or local:
Whereas, sound business practices requires that all business relationships with the government to procure goods, services, or other needs of the public shall be solely based on demonstrable objective criteria such as price, quality and/or reliability, or other reasons germane to the specific relationship.

“Corruption of public office” shall be defined as and will include at least:
The above and/or other issues will be created by the combined work of people working on election reform and legal advisors who are working on these issues.

It really is the second pole of the issue of big money controlling everything. If it takes a direct confrontation with a mistaken belief, it just may be worth it. Even if we have to back down in the end, including it will certainly help raise tax levels above their recent historic low level of 35% tops.

Other Ways You Can Help

Make no mistake. We are proposing monumental change which is impossible without the widest public support. The question is: How badly do you want to see this change take place? We believe that we have a unique plan, not just to tinker in some small way with how money buys our government, but to completely eliminate its power from politics. We also have the polling numbers in our favor: 74% of Republicans, 81% of independents and 85% of Democrats already agree with us. We need to reach out and educate this majority to turn opinion into emails to our representatives and votes this fall. It's going to take every one's efforts, but it can be done.

We at the Network are doing all we can to spread the word, but our efforts will be in vain without your own efforts. Below we will provide you with many ways that you can help depending on your own interests, talents and time.

Everything on our website is in the public domain. We will be adding graphics, and all sorts of prototype letters, fliers, signs, etc. Feel free to use any of them as they are or adapt them to your specific purposes.

One thing every one can do: click the Facebook button at the bottom of each essay you visit and then click the back button to return to our site. Each click is counted and raises our position making us easier to find for others.
Use your imagination: Everyone has their own unique talents. Ask yourself, “If this were my very own project, what would I do?” Please do make the Network your own.

Add your ideas in the comment box at the bottom of each essay as you read them. If something strikes you in the first paragraph, write your comment right then while the idea is fresh in your head. Practice your “elevator speech:” Using the first paragraph of our introductory letter, revise it in your own language and familiarize yourself with it so that you can be ready to describe our goals in a few words.

Print out and carry you elevator speech and have it available to hand out.

Host a party or other event centered around our goals.

Public libraries, schools and civic centers will often offer meeting rooms free of charge for public events .

Petition drives: Take our petition to your church, organization, malls, etc. Don’t forget to forward the results to us so that we can load the signatories on the national site -- in the form of an Excel spread sheet so that we can enter the information on our site.

Ask your own organizations to become signatories of the FRN – particularly your local political parties.

Write intro letters addressed to special interests – like unions [see model for ideas], ministers, or teachers – explaining why the FRN is in their interest. Google the subject and send the letter to every person or organization you can identify.

If you write a great letter, send it to us and we will consider posting it for others to use as a model.

Contact your representatives directly: Attend your representative’s town meetings or go to their local field offices.

Write letters to the editor

Contact the political editors of your local media urging them to write about the FRN, especially if you form a local group or hold a meeting.

Ask your newspaper to list free public service announcement of your meetings.

Contact talk show hosts, especially public access shows, and ask them to do programs on the FRN.

Buy our logo banner [when it becomes available] or make your own signs and make it available locally to anyone who will use it in public.

Attend rallies and events like Earth Day using our logo and slogan to draw attention.

SKILLED HELP –

People with public speaking abilities: Create your own speech and offer to speak at civic organization, rallies, your church, political events, etc.

Banner, Sign and Yard Sign makers: Take it on yourself to produce them and offer them for sale. The Network’s “non-structure” does not allow us to do this, but we could make your contact info available through the Network to increase the size of your potential market.

Editing: Reviewing our material to sharpen the language and concepts and to help us soften language which limits the support of the widest coalition – e.g. blaming Republicans, or all wealthy people, etc.

People with video skills: Help produce the “We don’t have free speech” video.
Internet skills: Introduce our materials in chat rooms, blogs, Facebook, etc. to spread the word.

Legal skills: Examine our idea to use legislation as opposed to a Constitutional Amendment and advise us. Even if legislation would be easy to “change back” or be overturned by the Supreme Court, it is still the easiest place to start gaining support. If a Constitutional Amendment becomes necessary we will at have educated and built the support Network to push that through. Help edit our proposed legislation to be in the appropriate language and to include the legal concepts necessary.

Website skills: We need lots of help getting our website up. Volunteer to help design and refine it especially the controls to implement the safeguards for signatory organization we describe, create appropriate hyperlinks within our material and with our signatory organizations, and to load up signatory names as they join us… Offer your skills and ideas to create the best website we can have. Becoming a Signatory

THE FUNDAMENTAL REFORM NETWORK
We Don’t Have Free Speech. We Can’t Afford It

Thank you for your interest in becoming a signatory in support of our effort to completely change how money affects the way our governments do business in favor of citizens, not corporations. Only together do we have the power to make such fundamental change possible.

Becoming a Signatory of the Network is a deeper level of commitment than merely signing the petition or sending in an action alert letter. We have many suggestions how you can use your own talents, skills and interests to support our effort in ways that are comfortable to you. So the Network will make no attempt to tell you what you should do. You are only making a commitment to find your own way to make our voice heard.

Becoming a Signatory also implies that you have read through the materials below and agree with the guiding principles and goals of the Network.

Becoming a signatory of the Fundamental Reform Network does not imply your agreement with all of the content of every educational essay contained on our site, but only your general agreement with the major plank of Free Speech/Campaign Reform.

Becoming a signatory does not make you a “member” per se. We are not a separate organization and seek no funding, but are only a Network designed to frame public issues, to make them available for educational purposes, and to encourage support.

Under no circumstance will signatory's information be given or sold to any business or organization.

Organizational signatories, please scroll down to the organizational section. We encourage individuals of national prominence and particularly those with relevant knowledge to use the organizational enrollment. We consider you as equal to an organization.

Organizations:

If you have come to believe in the importance of the Network's program as the best and perhaps only way we can accomplish our common goal to get big money interests out of politics, we encourage you to consider becoming involved with others who share that concern and to work together to present that interest in the clearest, most comprehensive way possible.

All organizational signatories will be listed on our site under appropriate interest categories. It will include a hyperlink for your contact email and/or website addresses, plus a short description [limited to 50 words] of your organization. This will allow interested people to find you easily. Please repeat the complete information for each individual within your organization whom you wish to receive general updates and issues you check.

Please note again, all correspondences from the Network will be sent only to your organization, not to your members who identify your organization when they sign up or when they contact the Network directly identifying your organization. If you create a recruiting program for the Network on your own website, you will forward only their names to us which will be flagged with your organization and then added to the central list of supporters. This central list is essential to our “one voice” concept to show the entire growing national support in one place. This leaves you in control of what you choose to communicate with your members.

Organizational “Founding Signatories”

Becoming a “founding signatory” [subject to the approval of the Executive Committee] allows your organization to participate in the committee[s]you check below. Please only choose subjects for which you already have significant knowledge and expertise to bring to the table. This gives you the opportunity to advance your organization's interests in the widest possible way. It involves the commitment necessary to work with other committee members also versed in your field to formulate the best possible presentation for that part of our program.

WHAT ORGANIZATIONS CAN DO:

We have designed our Network to allow organizations to become involved without compromising their own membership, fund raising, or political bent. Our site is politically neutral. We at the Network believe that getting big money interests out of politics is foundational to achieving virtually all other reform efforts. We hope that you will make our goals your goals. Only together can we possibly accomplish changing the way our government and economy work.

WHAT YOUNG ADULTS AND MINORITIES CAN DO

You already know that our world is really messed up. You have the most stake of any group of people in helping to make fundamental change happen. You are perhaps the two most important groups of people who can make this program spread like wildfire. The Network will not succeed without you.

You are the people who swept Obama into office and you supported him because he promised the change you believe is necessary. As Franklin Roosevelt once said to an interest group with whose goals he agreed, “Now go out and force me to make this happen[sic]” You can do that now. You can play a fundamental part in energizing your own community to continue on a hopeful path. Consider making FRN your passion.

Become a signatory of the Network and participate directly with the creation of content and the means of spreading the ideas.

Form or attend a campus political or other organizations around the FRN.

Write articles for your campus newspaper.
Put up signs around campus.

Sponsor meetings to educate others.

Pass out fliers, particularly at public meetings.

Become involved in your local political party.

Attend your representative’s town meetings.

Use the logo and chant wherever you can. It gets attention, especially of the media.

Attend Tea Party and other "opposition" events and make our presence known. [Please do this in a “friendly” way in the hopes of finding allies among those who gather and witness. Some may oppose your presence at their gathering. Ignore them and focus on your own message of hope for change.The media is often at such events. Show the media that they are not the only voice. If you use the logo and chant, we bet they will focus on you.

Get on your local Public Access radio or TV.

Do whatever you can imagine to make FRN visible
Use any of the below ideas, particularly your Internet skills

There is a tide of right wing reaction which could sweep you from office in this fall's election. We don't want that, nor do you. The base that gave Obama his large majority -- the Democratic base and especially young adults and minorities -- is, we believe, the right strategy for your re-election campaign. There is also the support "from right to left" for election reform and the associated free speech issues. The world's a mess and we all know it. We are hungry for and demand the real reforms Obama promised us. It is clear at this point that trying to placate conservatives by moving to the right will not work. Such a move would likely guarantee your loss. We ask you to consider the reforms proposed by the Fundamental Reform Network as part of your re-election strategy to tap the energy of this progressive base.

I am a signatory of the goals of the Fundamental Reform Network, a national effort calling for 1) the total elimination of large campaign contributions and other rational, comprehensive campaign reforms, 2) these campaign funds to be replaced by a series of proposals for the public financing of elections and a "national elections website" as one of the key campaign tools for anyone seeking office from dog catcher to the presidency. This will free all incumbents and candidates from the burdensome task of spending a your time on fundraising and enable you to deal with the issues of your own constituents and the vast problems confronting us as a nation. That’s the first pole of our proposals.

The second pole is making income tax rates approximately those that existed in the 1940-50son only on the highest 5% of incomes. This would increase revenues by as much as $2 trillion to fund badly needed programs while balancing the federal budget. We believe that these goals can be achieved by one or several pieces of legislation which would be bundled as one legislative effort, as opposed to the more difficult Constitutional Amendment or dozens of individual reforms.

Our comprehensive plan contains a large number of ideas which few, if any, other organizations are proposing. Taken as a whole, we believe make our goals possible. Knowing that understanding our plan require significant time and effort, we request that -- after you read through our letter -- you assign a staff member to become thoroughly familiar with it and to give you recommendations on your responce. Bottom line, we are requesting that you help us formulate the actual language of proposed legislation, to become a sponsor, and to push for fast track consideration with a roll call vote allowing no amendments.

Yes, we know that we are asking a whole lot. So is the crisis our country faces largely brought about by the two problems we strive to change. Meaningful remedy demands that the ability of big money interests to control the process be, not just limited, but totally eliminated.

Our introduction of the Network appears below with an outline of the program including many hyperlinks you can follow for more details. We hope that you will at least scan it and then turn it over to your staff for further research.

Note: This draft letter is designed for Democratic representatives and candidates. Some parts would best be revised for conservatives and Republicans.

The Fundamental Reform Network is working to create 1) the widest possible independent coalition of individuals and organizations who unite 2) to totally eliminate big money’s ability to buy our governments – on all levels; 3) and to increase taxes on the top 5% of incomes to levels equal to those in the 1940-50s. This will increase available funding by as much as $2 trillion to fund badly needed government programs and put the Federal Budget in the black. If these issues are bundled in a single legislative package and buttressed by the widest public support, it will completely change the way our government works – allowing all other reform efforts to be considered on merit rather than money thrown at you, our representatives. That’s the kind of government we elected you to give us.

We believe that we have a unique and comprehensive plan to accomplish all these goals through a single piece of legislation rather than the more complicated constitutional amendment process. We believe that our program covers elements that most organizations have so far missed.

The heart of the problem is the ultra-conservative obstructionist strategy which describes how they got us where we are today. Only by completely eliminating the ways that all levels of government are bought by big money interests will produce the fundamental change today’s problems require. This change necessitates the widest national coalition of diverse people and organizations who are drawn to join their individual interests with a new kind of Network. Your support of our goals is in your interest and will bring to bear the backing of our growing Network and of a huge base of all by the most right wing individuals. We will produce the votes behind these reforms, especially among those youthful and minority voters who swept Obama into office.

The core issues uniting the Network coalition must be simple, memorable and nearly universal in appeal. Our goals are strictly limited to changing the process and the way the process if funded, not to the many specific issues such as environmental or social issues. However, these core issues support the efforts on all other reform focuses. We will use the current furor that has incensed people from the right to the left created by the Citizens United Supreme Court decision allowing untold corporate funds to buy elections. Most groups we have seen so far are focusing the issue too narrowly in a way that will barely make a dent in the problem. We have a comprehensive plan to entirely eliminate this power by simple legislation rather than a more difficult Constitutional Amendment.

The first major plank include 1) major electoral reforms including a free national website for the conduct of all elections, and 2) the elimination of big money’s influence over our government 3) through a redefinition of free speech [key section showing how it can be done by legislation]. All of the above are designed to totally eradicate, not just “limit” the ability of money to buy our government.

The second major plank is the Strongly Progressive Income Tax. False beliefs that big government, taxes and regulation depress the economy still often cause a negative knee jerk reaction. We need to change these perceptions by changing beliefs and showing that historically the progressive tax resulted prosperity and economic growth focused in the middle class, not limited to the very rich as now.

Returning to the tax rates of the 1940-50s would put upwards of $2 trillion into the federal treasury each year with modest decreases for those under $200,000 and substantial increases on those earning more than $1.5 million. This would put our national budget in the black, begin to reduce the national debt and fund the programs we need including universal health care.

The free speech/electoral reforms on the one hand and the progressive income tax on the other frame the core issues. We believe they should be bundled in one piece of legislation easily seen as being in every one's best interest and around which everyone can unite. While it is possible that these two issues need to be handled separately, we feel that the resistance needed to overcome each of them separately is the same as that for both – one effort solves both ends of our challenges. The clear majority of voters who desire serious campaign reform would likely approve providing necessary funding of governmental programs as well. The two taken together provide the synergy to motivate voters who otherwise would likely not vote or swing to the right wing if the Democrats fail to produce results.

In the face of the current gridlock, the pundits are already saying that the winners of this fall’s elections will be the people who convince the voting public that they represent real change. Most agree that the Democrats will be seen as the problem by that point leading to an extremely right wing Republican resurgence. The problem is both parties are “bought.” To prevent a radical turn to the right, we need is to raise the core issues through the Network to the national level so it can affect this fall's elections. Our votes and our candidates depend on their agreement to sponsor our legislation. That’s our goal.

The problem is not so much in the party or the candidate, but in the way our government conducts its business. We cannot allow ourselves to be bound by such “political realism.” That’s exactly what we have to change. Our hope is that if we can frame the issues in a way that people can see it and say, “Yes, that's exactly the kind of change necessary as a first step to all the other reforms we seek,” we can motivate them to act and to vote.

That's our basic ideas in a relatively few words given the magnitude of what we are proposing -- changing the way our world works. We are asking you to become directly in this process in cooperation with the Network and its signatory individuals and organizations.

Thank you for your support. By signing you have become a part of a very important effort to change the way our government works so that our representatives reflect the interests and needs of those who elected them instead of big money interests. That's how the American Way is supposed to work. You have taken the first step with a growing number of civic-minded individuals and organizations -- from right to left --who believe these changes are the most important focus that voters can have in the coming election[s]. Very little can be accomplished on environment, banking regulation, health care... or the many other issues that concern us -- whatever they may be. We may differ on other subjects, but on these issues we need to stand together in "one voice."

There are several levels of participation in the Network. The Network's website is a "clearing house" for the ideas and programs: basically that's all.

The first is signing the Petition you have just read. Only your name will appear in alphabetical order on our website to showing your support. ["Signers list" not ready yet, but will appear on the Network's site soon.] It's a very important and simple step.

The second is becoming an "Individual Signatory" which involves understanding and agreeing with the guiding principles of the Network and a commitment to take other steps in support of our goals.

The next level for some is to work towards convincing the organization of your choosing to become an "Organizational Signatory" which includes authorization to show the name of the organization, to provide a backlink to their website or email and an agreement to educate their membership and encourage their participation in the Network.

An even higher level of committment is to become a "Founding Individual or Organizational Signatory." These are the people who will participate directly on specialized committees to develop and refine the details of our program.

We hope that you will want to learn more about how we have designed the Network to facilitate the creation of what we call a super-coalition which crosses all social, political and economic divides to eliminate the influence of big money and to raise enough revenue to support the public interest programs we all need.

Does it sound like a huge task? You bet. Will the ultra-rich launch the greatest campaign to convince people that those of us who believe in these goals are all communist/socialist/progressive/liberal/fascist/monarchist/homosexual pigs who are trying to destroy our country. You bet. They already are. They know a "house divided can't stand." That's why we need to become educated on the issues that will allow us to face the worst they will through at us. The point is -- if we ever want our government back, we're going to have to put the issues that divide us behind, to join in "one voice" on a vision we all can believe in, and to be willing to work hard for it. Nothing less will will do.

The issue of getting big money out of the governmental process already has the support we need. A recent Supreme Court decision [Citizens United] released an even bigger flood of corporate money into the political arena. According to a February 2010 Washington Post-ABC News poll, 76% of Republicans, 81% of independents, and 84% of Democrats opposed this ruling. If the public is energized enough to vote on this basis this fall, that’s enough support to force a fundamental change in the way our government works. All we have to do is turn public opinion into votes. We just have to have the right package and the right Network to make that happen. Will you play your part?

We have designed the Network's website to lead you through the development of our goals and how we propose to achieve them. It would be great if you decided to read it all the way through like a [short] book, but few will. We suggest instead that you read it in small installments as a mental break from the routine of your day.


As you wend your way through the process, we will include simple instructions on Internet "tricks" especially for those of us who are novices and timid about using it. We suggest that you try the suggestions as they appear to familiarize yourself with them. They will serve you well not only in relationship to the Network but in many other ways that you will find useful. For the computer and Internet savvy, just skim by these instructions. At the end of each essay, we will give you the options you see below which will help you move on or when you return to our site later to learn more.

Adding your own suggestions in the Comments Box at the bottom of each essay will help the volunteers who are creating and refining the Network's presentations. This is a way everyone can participate. Tell us what's right or wrong in your opinion. What could be added or what needs to come out or be worded differently.

We have included tools to make exploring the Network as easy as possible. At the bottom of each essay we will provide you navigation tools to go where you want next.
